Federal and state governments have the power to regulate many operations of a business.
Pollutant emissions and employment practices are just two illustrations. Governments
also have the power to tax corporations. Because regulation and taxation
are costly to firms, managers can be expected to take actions that minimize these
costs. Because these costs are imposed via the political process, they are referred to
as political costs.
Some accountants suggest that highly profitable firms are more exposed to political
costs than less profitable ones. Relatively profitable firms are more likely to be the
target of antitrust investigations or special tax assessments. For example, in the mid-
1970s, firms in the oil industry earned unusually high profits due to a steep rise in oil
prices. As a result, Congress enacted the Windfall Profits Tax, which subjected these
companies to an additional tax on their earnings. More recently, Microsoft, Inc. has
been the target of intense scrutiny by federal regulators because of its dominance in
the computer operating system market and its resultant profitability.
Some accountants also argue that larger firms are more susceptible to regulation
and taxation because their size attracts more attention. Accordingly, the managers of
larger firms are particularly motivated to undertake actions that minimize political
costs. One of these actions is the selection of accounting principles that reduce reported
net income. Note that compensation plans and debt contracts motivate managers
to select accounting principles that increase reported income, whereas political
costs have the opposite effect.
This method is based on application of a digital decimation filter, and on its ability to determine
the number of 1's in input signal. An FIR filter is typically used. This filter contains elements of the time delay "?" and adder "?". Each element has a
delay equal to ?, and the adder sums the current input with previous inputs, delayed by ?, 2?, 3?,… (2N – 1)?.
The filter is controlled at the quantization rate fq, and the adder output data are changed with this rate.
When a generator is suddenly connected to a length of transmission line, there will be a
time delay until the signal travels to the other end of the line. During this time, the
generator has no knowledge of how long the line might be. The generator has to supply
energy to the line so as to establish the electromagnetic fields around the conductors.
The energy is stored in the capacitance between the conductors (proportional to the
square of the voltage between the wires) and in the magnetic field around the
conductors which represents series inductance (proportional to the square of the current
on the conductors). Even though the line may be open circuit at the other end, the
generator is not aware of it and hence continues to supply current. Therefore, the
product of current and voltage is the rate at which energy is supplied to the line. This
can be obtained by multiplying the stored electric plus magnetic energy per unit length
of line with the velocity at which the signals travel.
Whilst many writers appear to disagree on the most effective way of
exploiting the potential power of the mind, they all seem to agree on one
central point: that it is the subconscious mind and not the conscious mind
which holds the key to turning wishes into realities. How and why this is so is
really not known although many have put forward explanations. But it suffices
to say that if the subconscious can turn our dreams into realities then we
should make use of its power and enjoy the benefits - and leave the
explanations to the experts!

Antisthenes was an Athenian philosopher and founder of the Cynic sect. Antisthenes was born in
Athens about 440 BCE. of a Phrygian or Thracian mother, and thus was only a half citizen. In his
youth he was engaged in military exploits, and acquired fame by the valor which he displayed in
the battle of Tanagra. His first studies were under the direction of the sophist Gorgias, who
instructed him in rhetoric. Soon growing dissatisfied with the futile labours of this school, he
sought for more substantial wisdom from Socrates. Captivated by the doctrine and the manner of
his new master, he prevailed upon many young men, who had been his fellow-students under
Gorgias, to accompany him. So great was his ardor for moral wisdom, that, though he lived at the
Piraeus, he came daily to Athens to listen to Socrates. While he was a disciple of Socrates, he
exhibited a severity of manners by his unkept dress. He frequently appeared in a threadbare and
ragged cloak. An anecdote relates that Socrates, remarked that Anthisthenes took pains to expose,
rather than to conceal the tattered state of his dress, and said to him, "Why so ostentatious?
Through your rags I see your vanity." After the death of Socrates in 339 BCE. Antisthenes
established a school in the only gymnasium open to half-Athenian descent. The place was called
Cynosarges, hence his followers bore the name "Cynics". It is also argued that the followers were
called Cynics from the habits of the school, which, to the more refined Athenians, appeared those
of dogs rather than of men. Towards the close of his life, the gloomy cast increased to such a degree
as to become troublesome to his friends, and the object of ridicule to his enemies. He lived to the
age of seventy. Antisthenes wrote many books, of which none are extant except two declamations
under the names of Ajax and Ulysses (although their genuiness is disputed).
But let us properly understand what the Scottish school
intend when they maintain that a science of the human mind
can be constructed only by immediate consciousness. They do
not mean that the study of the mind can be prosecuted in no
other way than by looking in for ever on the stream of
thought as it flows on without interruption. The operation
of introspection is felt to be irksome in the extreme if
continued for any length of time, and will certainly be
abandoned when thought is rapid or feeling is intense; and
those who trust to it exclusively are apt to fix their
attention on a few favorite mental states, and omit many
others no less characteristic of the human mind. He who
would obtain an adequate and comprehensive view of our
complex mental nature must not be satisfied with occasional
glances at the workings of his own soul: he must take a
survey of the thoughts and feelings of others so far as he
can gather them from their deeds and from their words; from

women, and children; from universal language as the
expression of human cogitation and sentiment; and from the

writing, or by books. Reid in particular is ever appealing
to men's actions and language, as a proof that there must be
certain principles, beliefs, and affections in the mind.
Still this evidence ever carries us back to consciousness,
as after all both the primary witness and the final judge of
appeal; as it is only by it, and by what has passed through
our own minds, that we can come to discern and appreciate
the feelings of our brother men.[2]

A requirement with many recordings for scientific analysis is the data must not
be degraded in any way, this is often refered to as a lossless compression method.
In many time series derived from sampling continuous signals, the transition between
samples is often much less than the total range available for the samples. For example,
an acquisition system might store each sample in 16 bits, however since each subsequent
sample usually changes slowly the difference between two samples can be stored in
fewer bits. This is the essence of delta coding, store the changes instead of the absolute
values. Of course the first sample needs to be stored in full resolution and occasionally
there might be a larger transition. To cope with this a flag is normally used to
indicate whether or not the next sample is a delta or absolute value. One disadvantage of
delta coding is that to know the value of the signal at any point in time one has the read
(know) all the previous values.
The execution time of the compression algorithm is limited by searching the code table to
determine if a match is present. As an analogy, imagine you want to find if a friend's name
is listed in the telephone directory. The catch is, the only directory you have is arranged by
telephone number, not alphabetical order. This requires you to search page after page trying
to find the name you want. This inefficient situation is exactly the same as searching all 4096
codes for a match to a specific character string. The answer: organize the code table so that
what you are looking for tells you where to look (like a partially alphabetized telephone
directory). In other words, don't assign the 4096 codes to sequential locations in memory.
Rather, divide the memory into sections based on what sequences will be stored there.
For example, suppose we want to find if the sequence: code 329 + x, is in the code table.
The code table should be organized so that the "x" indicates where to starting looking.
There are many schemes for this type of code table management, and they can become
quite complicated.
This section defines the new open-drain bus called GTL+. The primary target audience is
designers developing systems using GTL+ devices such as the Pentium II processor and the
82440FX PCIset. This specification will also be useful for I/O buffer designers developing an
I/O cell and package to be used on a GTL+ bus.
This specification is an enhancement to the GTL (Gunning Transceiver Logic) specification.
The enhancements were made to allow the interconnect of up to eight devices operating at
66.6 MHz and higher using manufacturing techniques that are standard in the microprocessor
industry. The specification enhancements over standard GTL provide better noise margins
and reduced ringing. Since this specification is different from the GTL specification, it is
referred to as GTL+.
The GTL+ specification defines an open-drain bus with external pull-up resistors providing
termination to a termination voltage (VTT). The specification includes a maximum driver
output low voltage (VOL) value, output driver edge rate requirements, example AC timings,
maximum bus agent loading (capacitance and package stub length), and a receiver threshold
(VREF) that is proportional to the termination voltage.
The specification is given in two parts. The first, is the system specification which describes
the system environment. The second, is the actual I/O specification, which describes the AC
and DC characteristics for an I/O transceiver.
Note that some of the critical distances, such as routing length, are given in electrical length
(time) instead of physical length (distance). This is because the system design is dependent
on the propagation time of the signal on a printed circuit board trace rather than just the
length of the trace. Different substrate materials, package materials and system construction
result in different signal propagation velocities. Therefore a given physical length does not
correspond to a fixed electrical length. The length calculation is up to the designer.
